The Role of the Media in Academic Performance

This chapter focuses on the background of the study, statement of the problem. Purpose of the study, research objectives, research questions, scope of the study, significance of the study and limitations of the study.

Background of the study
According to the ministry of Education and Sports, Universal Secondary Education (USE) is defined as equitable provision of quality post primary Education and training to all Ugandan students who have successfully completed their Primary Leaving Education (PLE). Currently Universal Secondary Education (USE) is implemented in all Government aided secondary and technical institutions as well as some selected non Government aided (private as well as community owned) secondary and technical schools countrywide. Since the introduction of the Universal Secondary Education (USE) in 2007, several challenges have been encountered in its implementation. Among which is the persistence poor performance in most Secondary schools. A high proportion of the learners have always failed to attain, acceptable or desirable levels of performance. The policy has improved access to Education for poor Ugandan children. However it has been observed that quality has been compromised for quantity and there many challenges faced by students, teachers and administrators under the USE and UPE Education in Uganda (MoES 2008). At the onset of USE, Uganda recruited 1000 government and private schools that charged less than 75,000 to participate in USE (OKETCH at etal 2007). Currently there are over 800 Government aided secondary schools and seed schools under USE and over 556 private secondary schools under USE. The introduction of USE increased the transition rate from Primary seven to senior one as summarized below

Soroti Municipality has over 20 primary schools of which 6 are government aided and benefiting from UPE. There 15 secondary schools in Soroti of which 3 are government supported school. Soroti municipality has one technical school which is government aided i.e. St. Kizito technical school. According to Municipal Education Department 21,346 students are benefiting from the USE program. There are challenges in the administration of this program especially in terms of acquisition and retention of teachers since pay for non government supported teachers is a challenge and other areas do not attract teaching staff based on the hard socio economic conditions. As a result these factors have compromised performance of the pupils in both primary and secondary institutions. Media can be defined as Communication channels through which news, entertainment, education, data, or promotional messages are disseminated. Media includes every broadcasting and narrowcasting medium such as newspapers, magazines, TV, radio, billboards, direct mail, telephone, fax, and internet. Media is the plural of medium and can take a plural or singular verb, depending on the sense intended. The new vision November 2011 also reported that one girl gave birth and six others were pregnant before sitting for the PLE in Gweri Dokolo primary school. Reports from the Family and child protection office Soroti indicate that out of 24 cases of defilement and elopement 14 were below the age of 16 representing 58.3% cases reported most of which were primary school girls in Soroti municipality alone. Academic performance is the outcome of education it is the extent to which a student, teacher or institution has achieved their educational goals. Academic performance is commonly measured by examinations or continuous assessment but there is no general agreement on how it is best tested or which aspects are most important procedural knowledge such as skills or declarative knowledge such as facts.
